A Capital Plan

Ottawa, a capital city that grew without direction, is laid out afresh by an expert town planner. Tourists, diplomats and trade experts, walking in the shadow of the Peace Tower, see the historic Rideau Canal and the swimming and skiing facilities close to Ottawa's centre. But they see, too, the cluttered buildings, the traffic bottlenecks, and the smoke from the cross-town tracks. To make Ottawa a city fit to be Canada's capital, Jacques Gréber laid out 'a capital plan.' With tracks moved, factories relocated, and neighbourhoods redesigned as separate communities, Ottawa becomes a capital city of true beauty and dignity.
